Training Youth Decoys
Capstone Project Overview
The California Decoy Program (CDP) recruits decoys for the State of California to do tobacco compliance checks for enforcement and data collection purposes. The CDP recruitment team is very small, three individuals, compared to the massive size of CA. One challenge that causes a ripple effect of challenges is when prospect decoys or current decoys lose interest and leave the program by unenrolling. This proposed training course seeks to address this issue by training and engaging decoys to free up recruiter time and maintaining engagement.
The proposed training course will use the learning theory of constructivism to guide participants through a realistic and engaging multimedia experience. Other learning theories come together to deliver key concepts and important details about being a successful decoy.
This training is multiple tools working at one time. The primary purpose is to train and prepare decoys for field work. We want the decoys as prepared as possible so the investigators can focus on things like driving and preparation, instead of training decoys the basics. The training course has a secondary purpose which is to generate interest by including the participant in the details that make up the CDP. These are things the recruiters do in the field to generate interest and recruit individuals. Another secondary purpose is as a cost saving and time efficient measure to reach decoys across the state. This training can be accessed by any Californian at the same time.

Course Objectives
Module 1 - Decoy Procedures - From memory, candidate decoys will choose appropriate solutions to decoy situations, as determined by SMEs, with 80 percent accuracy.
Module 2 - Earning Potential - From memory, candidate decoys will identify behavior modifications with 100% accuracy.
Module 3 - Who's Involved - Using a job-aid, candidate decoys will be able to categorize program activities by their specification with at least 80% accuracy.
Module 4 - Enrollment Steps - With the use of a flow chart, candidate decoys will identify the steps to enroll with 100% accuracy.
